USAS-R v8.13.1

Hotfix to remove a patch that was no longer needed and causing problems for districts who were imported between 7/1/20 - 8/20/20.

Corrected a problem with inflated appropriation amounts related to temporary initial amounts that were replaced with permanent initial amounts. Previously the temporary amounts were not being marked as replaced therefore the the temporary and permanent amounts were being totaled, thus inflating the amount.
Corrected a problem related to recent SOAP Bridge changes that caused and exception when posting a PO with split items via a third party vendor.

USAS-R v8.4.0

Implemented Classic's TR1099 option in Redesign so districts may the ability for districts to submit their 1099 data to the IRS FIRE system on their own behalf.

Corrected a problem with the XML print file when printing a PO with split price items.

Updated subject code changes for fiscal year 2021 per ODE.
Capitalized default fund names; recently added funds were not added with the default description in all capital letters.
Improved the handling of phone numbers when dots are used as the delimiter instead of traditional dashes.
Corrected the OhioCheckbook extract to prevent the removal of special characters from the vendor name.
