  3. Reopening fiscal periods: this is an auditable event and would be recorded.  Do we need a way to 'archive' a fiscal period and prevent it from being reopened?

    1. Determined it would be ok to implement an archive feature as long as there was a way to recover if a fiscal year was archived by mistake.
