Preparing for the new Individual Professional Development Plan (IPDP) application
During FY25, our Special Projects team focused on developing a new Individual Professional Development Plan (IPDP) application to replace the legacy version housed in the older Kiosk platform. The initial release of the new IPDP application launched this month. It replicates and enhances the functionality of the legacy system, allowing staff to create professional development plans, track progress, and complete all required steps for committee approval.
Significant attention has been given to data migration into the new IPDP application, streamlining the conversion process and minimizing the need to re-enter information. To help expedite the conversion process, key information – including users (with roles), committees, plans/plan templates, professional certifications, and activities records – from the legacy IPDP application will be extracted and imported directly into the new IPDP application, alleviating the need to recreate this data. Additionally, the new IPDP application features a user interface that closely resembles the Employee Self Service (ESS) application, providing a familiar experience for users who already use the ESS system.
Key Dates
July 21, 2025 - early access release of the new IPDP application
July - December 2025 - Data conversions from the legacy system
December 31st, 2025 - Official end-of-life for legacy Kiosk/IPDP application
The IPDP User manual is your go-to resource for understanding the features and functionality available within the application. The appendix provides essential supplementary information to assist both ITCs and districts with the conversion process. Included is an IPDP Conversion Guideline that outlines step-by-step instructions for converting from the legacy system to the new IPDP application. Additionally, the appendix includes User Procedures which define the processes a user can perform in the software based on their role. Future updates to the appendix will include FAQs and other relevant resources.
With the official release of IPDP this month, we’re taking a proactive approach by sharing helpful information to address common questions districts may have about the conversion process.
Can I see a demo of the IPDP application?
Absolutely! We recently previewed the application with ITC staff and the recording of that session is available in this month’s Video Spotlight.
When can our district start using the new IPDP application?
Districts should contact their ITC for more information. The timing of conversions will be coordinated by ITCs and their districts.
Will my existing plan and activity transfer over to the new IPDP?
Yes, part of the conversion process will include the transfer of your current plan, archived plans and all associated activity. Please note: any attachments from legacy activity will not be viewable in the initial release of IPDP. A new import option will be available in a future release through the IPDP Kiosk Load to import legacy attachments.
Should I wait to create a new plan or post activity for FY26 until after my district has converted?
It is not required to wait. As mentioned above, all plan and activity data from the legacy system will be converted including any outstanding plans or activities that haven’t been fully approved. That said, we recommend contacting your ITC to understand your district’s conversion schedule.
Can I use my same username/password as I did in legacy IPDP?
Your legacy Kiosk username, by default, will become your IPDP username. Your password will not carry over. Active Directory and multi-factor authentication is available as well in IPDP. Once you have received confirmation that your district’s conversion is complete and you are able to log in, please refer to the log in instructions provided by your ITC.
Will I still have access to the legacy IPDP once my district has converted?
Please consult your district administration. Since your plan and activity data will be migrated, continued access to the legacy system may not be necessary in your role.
We didn’t use legacy IPDP. Can we implement SSDT’s IPDP application?
Yes… soon! SSDT will provide implementation instructions in our wiki for districts who did not convert. However, priority will be given to districts converting from the legacy system to ensure they meet the conversion deadline. Once converted districts are fully operational, ITCs will then be able to assist new districts in implementing the IPDP application.
Where can I find all the options I have available to me based on my role?
As mentioned above, the appendix of the user manual contains a section on User Procedures which define the processes a user can perform in the software based on their role. Currently available is the ‘Standard User Plan & Activity Procedures’ with additional role procedures coming soon! Additionally, SSDT support staff will be preparing short video recordings demonstrating each role in action to help you become more familiar with the options available to you.
Mass Add your New Grant Accounts
When setting up new special cost centers within the same fund, USAS' Mass Add feature allows you to copy all appropriation, expenditure and revenue accounts found under an existing cash account to a new special cost center within that same fund. The process sets up the new cash account and provides a pop-up list of accounts added.
Navigate to Core>Accounts>Cash to find the cash account you want to Mass Add from
Click on the View icon next to the existing Cash account
Click on
Enter the New Special Cost Center (SCC) number
Click Submit
A pop-up window will appear with all the accounts that were added

Financial Collection
The Financial Collection period is currently underway and will close August 30th. As noted in DEW’s recent EMIS Newsflash (posted July 15th), an update was made to the Financial Manifest expanding collection capabilities to include data from CSV files. This change does not impact the ‘EMIS Extract’ file generated in USAS, which continues to be in the fixed file format (SEQ). This file should be loaded into the data collector’s Financial data source in EMIS-R following the same process used in previous years.
The EMIS Extract file includes data from the following USAS menu options:
Periodic>building profiles
Periodic>cash reconciliation
Periodic>civil proceedings
Core>organization (central office square footage)
NOTE: Account and OPU information is pulled automatically from the SIF Agent when creating a collection. Please ensure both the SIF and Financial data source are selected when running your Financial Collection. Once the collection has completed, it is very important to ‘prepare’ the collection to generate the Level 1 Validation Report for any informational messages, warnings, critical issues or possible fatal errors. Fatal errors should be resolved prior to submitting your collection to DEW. Also review the Level 1 Preview reports for accuracy. This is a snapshot of the exact financial data your district will submit to DEW.

IPDP Overview
The SSDT support staff recently provided an in-depth overview of the IPDP application for ITC staff, which we recorded. Due to the length of the recording, we have divided it into chapters to make it easier to navigate. The full recording is available on our YouTube channel. Invalid or Out-of-Range dates will result in errors
Date fields in USPS have been improved with validation rules to ensure data accuracy. Users are now restricted to entering dates within the valid range of January 1, 1900 to December 31, 2100. If a date outside this range is entered—such as 06/15/21020—the system will display an error message when the user hovers over the field, indicating that the value is invalid. This validation applies to all calendar input fields to prevent incorrect or unintended date entries.
Budget Bill Updates
With the recent passage of both Ohio’s biennial budget and the federal budget bill, the USPS software will be updated once the Ohio Department of Taxation releases official documentation outlining the changes and the IRS publishes updated versions of Publications 15 and 15-T. After reviewing the official guidance, our development team will implement the necessary updates to ensure full compliance with the new requirements. Detailed information will be provided in the release notes at the time the changes are implemented.
USAS offers the ability to add new accounts via spreadsheet using the Utilities > Mass Load option for users with the appropriate level of access. The documentation has recently been updated to include detailed information on the primary import fields and has included import templates with field headers. Check it out!
