District Leave Request View - Allow sub needed flag to be changed by any user who has access to this view

Anyone with edit access in the District Leave Request view should be able to check or uncheck the Sub Needed flag.

✅Go to the Default Substitute For Appointment Type Configuration. Enabled the Certificated and Classified options.
✅Create a Leave Request. The sub needed box should be checked and it should not be editable.
✅After creating the request, access the District Leave Request view with a user who can edit the Leave Requests. This would be a user with the admin, leave_manager, district_mananger, or sub_coordinator roles.
Edit the previously created Leave Request from the District Leave Request view. You should be able to enable or disable the sub needed flag. Previously, if the appointment type associated with the request's position was enabled in the Default Substitute For Appointment Type Configuration, the sub needed checkbox was disabled from the District Leave Request view. This should no longer be the case.
If the logged in user has one of the previously listed roles, they should be able to edit the sub needed flag from the District Leave Request form no matter what.
