Building IRN is not unique on the Building Code. When we find an IRN as part of a kiosk workflow when importing, the code should add ALL building codes that have a matching IRN.

A message should also be generated and displayed to the user / included in the error file to let the user know that an IRN filter was found and it translated to multiple building codes.

If it only finds 1 building code, don’t worry about the message.
