User would like Classic's USACERT/APPRES report recreated in Redesign.  

The APPRES program produces an Appropriations Resolution which can be generated as a temporary resolution prior to fiscal year closing or as a final Appropriations Resolution which is submitted after the County Auditor's office has given final approval for the district's spending plan.

The temporary resolution takes information from the Next Year's Proposed fields on the account records. The permanent resolution uses data from the current fiscal year's fields.

The APPRES program allows you to create an appropriations resolution at any desired level of reporting - Fund (FD), Fund/SCC (FS), Function 1-digit (F1), Function 2-digits (F2), Object 1-digit (O1). The levels can be used in combination, and further more, different funds can be appropriated at different levels. For example, Fund 001 could use the appropriation level- FD,FS,F2,O1, while the remaining funds could use the fund levels- FD,FS.

The FD and/or FS must be used at the beginning of the reporting level field.

The program also offers the option to create a spreadsheet file which may be used to electronically send the report to the auditor's office.

Add to Fund: Boolean includeInResolution and Collection<ResolutionLevel> resolutionLevels to replace classic's Special Reporting Criteria by Fund. An interface to set these values will be added in another issue.

The control break logic will be based on reporting levels specified on the associated Fund.
The sort order will always be fund, scc, func, object

The Report should be under the Periodic menu and should be it's own option named Appropriation Resolution.
