Model Classic's SM12

Description

We need to recreate Classic's SM12, which tracks estimated and actual receipts and expenditures.  Note:  The SM1 is required for districts in fiscal emergency.

SpendingPlanLine (grid based on this)

  • FiscalYear

  • ODEForecastLineId (Embedded)

  • Collection<SpendingPlanMonth>

  • getFYEstimates

SpendingPlanMonth (show in the highlight view)

  • Month (int or enum, not postingperiod)

  • BigDecimal estimate

This issue needs further updates.

Created a chapter under the 'periodic' menu for spending plan

Per our conversation at the 4/10/18 Kanban meeting the following design changes were made:

  1. Add ODELineNumber to Account and Budget

  2. resolve at prepare save/prepare update

  3. Scheduled job at startup to re-resolve all accounts; listener that listens for domain startup completed
