Add delete and sorting to Proposed Amount grid

Description

User would like a checkbox added to the Proposed Amounts grid so that they may mass delete proposed amounts.  Currently they can only be delete individually.  In addition the user would like default sort applied to the grid so the proposed amounts are displayed in account code order like the Expenditure Account UI.
