Add rules to implement Account Change restrictions

Description

We need to write rules to implement the restrictions for the Account Change process.

The following restrictions need to be implemented:

  • User cannot cross funds with account change.  The old and new account must belong to the same cash account (fund/scc combination).

  • SCC restrictions:

    1. If the old SCC is between 0000-8999 the new account SCC must be also be in the range 0000-8999.

    2. If the old SCC is greater than 8999, meaning it starts with a 9, the SCC on the new account must EXACTLY match the SCC on the old account.
