Create rule to prevent crossing Appropriation accounts during Account Change

Description

User needs to be issued a warning if the account change will end up crossing appropriation accounts.

  • 001-2510-410-0000-000000-300-00-000 merge to 001-2510-510-0000-000000-300-00-000 (existing)  

    • this example crosses appropriation accounts

  • when you take an existing account and "change" the function code
