Benchmarking during USASR-3001 showed that the EncumbranceLedgerJob ran for over 2.5 hours when importing a large district.  This job is currently that last process that runs after closing of posting periods is done during import post-processing.  We would like to improve this by getting this down to a more reasonable amount of time.

Things to consider:

• multi-threading process to post PO encumbrance impacts (Service.postAllPOLedgers())
