Fix Positive Pay Filtering of Disbursements by Date

Description

The user would like checks include in the positive pay extract to be on or after the date entered in the box provided in the UI.  Currently, the filtering in the positive pay extract is using a greater than comparison.  This should be a greater than or equal to comparison instead.
