Improve performance of loading report definitions

Description

When editing, the report definitions take too long to load.  We need to make sure we aren't rediscovering the model each time.

Testing:  Verify that caching of 'reportablePropertyCache' occurs during startup by going to System->Monitor->Cache.  This cache should speed up access when selecting an 'Object' in Custom Report Creator.  You can verify the time it takes without the cache by editing a Custom Field Definition, which should clear the cache and force it to be re-generated (verify with Cache view).
