User would like the confirm dialogue to close once the success message is rendered when promoting Budget Scenarios.

Note: this is not a problem when you confirm budget sheet creation.

Also, when processing an upload and replace on a budget sheet, the popup spans the width of the screen.  Adjust this to be a reasonable size.
