Rewrite struts print action classes for POs and Reqs

Description

We need to recreate the existing Jasper reports for Requisition and Purchase Order as xDocReport based reports. See xDocReport wiki page for info on creating an xDocReport.

  • For both Requisition and Purchase Order the following needs to be done:

    • Create a Word Template document with MailMerge fields using Freemarker syntax

    • Create an xDocReportDefinition

    • Update UI to accept a non-default xDoc word template similar to Disbursements. The user will be able to create their own word template and upload it using report manager.

Note: Current USAS xDoc report definitions and word templates are stored in org.ssdt_ohio.usas.reporting.xdocreport
