Fix issue with revenue account change hanging

Description

When testing the account locking issue on https://mcoecn.atlassian.net/browse/USASR-5468, a revenue account change would not finish. After turning on logging, nothing appears after the job starts. The request appears stuck and does not finish even though the job is still in a running status.

The district used was Meta’s Big Walnut district, and an account change was attempted with the from account 006-1512-0000-000000-004 to the account of 006-1512-0000-000000-003

Testing:

Use the test image from https://mcoecn.atlassian.net/browse/USASR-5530 to test with as the changes on that issue fixed this account change issue. Run the account change mentioned in the issue details and verify it completes successfully.
