Update Initial Cash importer to allow updating by UUID or fund-scc

Description

The initial implementation of the cash account initial amount importer required the UUID. This should be required if the fund-SCC is not available. If the fund-SCC is provided we can retrieve the existing account and not require the UUID.

Update the importer to require the UUID if the fund-scc is not provided and require the fund-scc if the UUID is not provided.
