Request to increase performance of save time when editing a Billing.

Example scenario from NOACSC on . Edit an existing billing dated 5/23/24. Change the Code field to a different Code, change the Date to the current month. Click save. The warning pops up but the blue bar at the top of the page continues to load for approx 18 seconds to save.
