Patch to create blank and default Email Templates

Description

This patch will need to create up to 2 email templates for districts using the Accounts Receivable module.

The first email template should be created using the values specified in the System/Configuration Accounts Receivable Billing Email Setup, including a default form if specified. This template should have the default boolean set to true and should be named “Default”.

  • If the configuration option has not been populated, this template should not be created.

The second template should be created with all blank values except for the From address (if populated) and should be named “Blank”.
