Payroll Unpost - validation needs to be tightened up

Description

  • we do not want to allow a payroll that has had pays posted after it to be unposted

    • the real validation may be at the position pay level as for this to be a problem pay for the same position would have to be paid in both pays

    • if the positions paid are mutually exclusive between pays we probably don't care

  • we also do not want a payroll to be unposted if their is an in-progress pay that includes positions that the payroll which is being unposted also includes

  • also add a confirm to unpost

I added new documentation under Payroll Processing/Unposted -

If the payroll is not correct, there is an option to 'Unpost' the payroll.

To 'Unpost' Payroll, these are the stipulations:

Has to be in the Current Period
No processing of Outstanding Payables for the current payroll can be processed. The option will no longer be highligted as an clickable option.
The next future payroll cannot be Initialized and in Progress
