Pay amounts - certain pay types are not applying retirement the same as classic

Description

  • currently it appears that the nc1, nc2, nc3 pay type is defaulting to Y for applies to retirement in USPS-R and N in classic

    • there is no way to override this

  • verify behavior is the same in USPS-R as in classic for all pay types
