EMIS reporting - attendance/absence counting should exclude counts for positions/compensations that are archived or not reportable to EMIS

Description

  • currently the only filtering that is done for positions/compensations when counting days for EMIS reporting on the employee is the date range of the compensation falling within the date range being used for EMIS reporting

  • we should also be excluding positions/compensations that are archived or not reportable to EMIS

  • Additionally look into the issue reported in FISCSUP-15152

    • Code looks to be checking for days only in the FY, but this is not happening for the non contract compensations without a date range in the support issue.  Find the problem and fix.

Unable to test within USPSR.  Can only be tested through Data Collector.  There are multiple unit tests that should be verifying it is correct.

I see that you reopened this issue after Cole said it was done and unable to test.  Is there something here you want me to test?

I worked through this issue with Andy for the majority of it. He said that there was not really any testing that could be done for this change
