This hotfix release of USAS-R contains a fix for the DUO implementation.

Improvement
- The Duo 2FA is Implementation was modified to only be required through the User Interface
- SOAP calls and direct report downloads will only require a username and password
- The 2FA flag on the user User is modifiable via the admin role only.
