Update invalid fiscal years as closed and correct blank fiscal years. Patches have been created to correct the following data:
Invalid fiscal years pertains to fiscal years that were created prior to the migration date.
Blank fiscal years were related to a bug in the software and may have impacted districts that migrated prior to 1.15.0 4/29/22.
- Update the docker container time zone to accurately reflect

The time zone has been corrected to be EST. This will allow reports to show the correct time. In addition the User timestamps were previously displaying in military format and this has also been updated to display EST.
