Improved the handling of posting periods during Added duration logging for the account change process. Posting periods will no longer be reopened as part of the account change process. Transactions affected as part of

Bug Fixes
Corrected the account change process will still be updated to reflect the change in accounts. The opened and closed dates on the Posting Period grid will accurately reflect when the district has opened or closed a posting period.
