- Add validation to ensure invalid accounts are not charged during payroll

- Prevent accounts that have not been 'synced' with USASR from being included in a payroll

- Fix the amount paid back calculation in regards to imported history
- Handle deferred dock, negative MIS pays, voids and unvoids correctly
- Properly handle advance error adjustments
- Fix problem where prior FY earnings were reported for following year
- Fix error when rehired retiree flag was null on Strs Item
