Purpose: The Initial Year Governmental Consolidation Trial Balance aggregates data from the restricted net assets column from all initial year governmental fund trial balances and allows data from other trial balances or worksheets (general capital assets, general debt consolidation and internal service funds that are governmental activities) to be entered and adjusted to document the beginning governmental activities balances. Like the Initial Year Governmental Fund Trial Balance, it is only used for the first year on GASB 34.
