USAS-R v8.10.1 Release Notes

Summary

This is the first hotfix release for version 8.10.0.  

This hotfix corrects the creation of the 1099 IRS TAP submission file for those districts who are not approved for the Combined Federal/State Filing program.  Previously the B record on the TAP file still contained the state code value even if the district was not approved and unselected the "Approved for the Combined Federal/State Filing Program option?" when generating their 1099s.
